Guidelines and Regulations

Building Energy Act GEG

The GEG (Building Energy Act, Law on the Conservation of Energy and the Use of Renewable Energies for Heating and Cooling in Buildings) concerns residential and non-residential buildings.
The law specifies how much a non-residential building to be constructed may consume as annual primary energy requirement for heating, hot water preparation, ventilation, cooling, and built-in lighting.
New buildings must be constructed according to these requirements.
In the course of the EPBD (Energy Performance of Buildings Directive) amendment, further measures - such as the mandatory use of lighting and building controls - will be incorporated into the law in the future.

EPBD - Energy Performance of Buildings Directive

The Building Directive EPBD: Primarily through its implementation in the German GEG  
Buildings account for approximately 40% of energy consumption in Europe. Despite declining CO2 and energy costs, this process is to be accelerated to get closer to the goal of climate neutrality.  
As part of the revision of the EU Building Directive EPBD 2024/1275 (Energy Performance of Buildings Directive) and the Energy Efficiency Directive EED ([Energy Efficiency Directive / Directive (EU) 2023/1791](https://eur-lex.europa.eu/legal-content/DE/TXT?uri=CELEX%3A32023L1791)), new requirements arise for the building sector. Both directives are part of the EU Commission’s “Fit for 55” package, which aims to reduce the EU’s greenhouse gas emissions by at least 55% by 2030.  
On the one hand, there will be concrete requirements regarding structural characteristics and regulations in the building sector. On the other hand, new measurement tools and reference values will be introduced to make building energy efficiency more visible and measurable.

  • Improvement of energy efficiency  
  • Emission-free building stock by 2050  
  • The EU Building Directive in particular addresses key aspects for achieving these goals

Funding programs

BEG funding (non-residential buildings)

What is being promoted?
Non-residential buildings that are older than 5 years Individual measures on existing buildings: Installation of energy-efficient lighting systems including components, control technology, and other necessary ancillary work
How high is the funding?
  • 15% grant for individual measures
  • 50% grant for technical planning and construction supervision
Technical minimum requirements
  • 140 lumens per watt for LED light strip luminaires
  • 120 lumens per watt for all lighting systems
  • Light output maintenance: (L80) 50,000 hours
The BEG funding is valid until 31.12.2030.

Municipal Directive (BMU Funding)

What is being promoted?
Municipal Environment
  • Renovation of outdoor and street lighting
  • Time- or presence-controlled outdoor and street lighting
  • Renovation of indoor and hall lighting
How high is the funding?
  • Grants from 20 to 40 percent of eligible expenses
  • Grants up to 55 percent for financially weak municipalities
Technical minimum requirements
  • Light output maintenance (L80) for outdoor and street lighting: 75,000 hours
  • Light output maintenance (L80) for indoor and hall lighting: 50,000 hours
  • Lighting design based on DIN EN 12464-1:2011-08 (for sports facilities DIN EN 12193) by qualified planning specialists
